The Met chief said she hopes people will be “shamed” into using face coverings rather than having to be fined and says officers will only enforce the rule as “a last resort”.
Meanwhile, Spain has seen a surge in coronavirus cases, with cases in the country tripling since the end of lockdown.
It means thousands of Brits could now have to quarantine on their return to the UK, as some or all of Spain faces being thrown off the safe list.
It comes as around 400,000 Brits have been left without a passport thanks to the ongoing pandemic.
Reduced staffing at the Home Office means a passport backlog has mounted with some people waiting up to 143 days for a simple renewal to be processed.
